Why is the budget a SECRET?

Have you ever known of a public agency to produce PERSONALIZED draft budgets for everyone in the room?

 

And then force you to use only that one for a Public Hearing?

 

Is this so they can control the information?

Or does each budget have different information and they wanted to make sure YOU only saw what they wanted you to see?

How strange. Very Strange indeed.

Are the commissioners answering your emails?

Or are they classifying them as junk mail? From me?

Thank you for reading my column.

I want to address those who have been using my blog to contact the commissioners.

When you clicked on the links to send them an email, you saw there was already some text in the subject line and body of the email.

That way, you could simply express your thoughts quickly and add to the email any details you wanted, a commonly used convenience.

But rumor has it your commissioners may be jumping to wrong conclusions about who is contacting them. Because the subject and body all start off the same or similar, I think some commissioners thought all of your emails came from me, not independent readers.

Hopefully they quickly realized that some of their other constituents were reaching out for answers and the commissioners were able to address your questions and concerns.

If you have not heard back, then maybe they still think the emails are coming from me, just using different addresses. My apologies for the confusion.

Since I rarely receive a reply to a direct email other than records request, if you sent any of your commissioners an email, and want to share it, please let me know. Especially if you received a reply you are willing to share.

 

Hopefully you received an answer. However, if some time has passed without a reply, then let me know that also.

Never advocated ending 24 hour shifts

Had a great conversation while sign waving yesterday when a citizen went out of his way to talk with me. (hope his ice cream didn’t completely melt!)
Seems the rumor is I want to end the 24 hour schedule. (I wonder who started that?)

That has never been said by me but has become rampant talk among firefighters.

We depend on having our firefighters available at fire stations with dependable equipment to save our lives.

It has been proven many times the 24 hour shift model is the most efficient way to accomplish this.

Having dedicated firefighters serving this way is what grants us a Class 2 rating.

This rating has a trickle down effect, affording us several related benefits like better homeowners insurance rates and better bond rates.

Never have I advocated for changing the work schedule from 24 hour shifts or supplementing our full time firefighters with volunteer personal.

Challenge your source, Ask for proof.

Don’t simply repeat the rumor. The best way to determine validity of a rumor is to ask the source.

Of course, if you are being bullied into not thinking for yourself, getting spoon fed lies becomes expected.

Intelligent people think for themselves. Make decisions based on facts, not rumors.

In my campaign material, I ask “Is it responsible to Give the chief over $340,000 if he gets FIRED?”

 

Bill Gates wants to misdirect you with a Bill Clinton (depends on what the definition of is is) into somehow thinking we are not going to give $340,000 of your taxes to the chief as a going away present.

 

Don’t let him fool you.

 

Not only is the chief planning on leaving real soon, he will be taking his $340,000 parting gift, thanks to the dealings of Bill Gates.

Changes, they are a coming.

Thanks to all of you who read my blog here on the Federal Way Mirror. I have enjoyed the generosity of the staff at the Mirror as they try to present their readers with a wide variety of viewpoints.

 

Many have commented to me that they appreciate the opinions expressed, some in support, some in controversy.

 

Data shows that I am a well read member of the online community.

 

There have been some great changes to the way the website for the Mirror is presented. And some of those changes include the links to the various blogs.

 

Before the changes, any website hosted by the Mirror was easy to navigate to because they were in the same system.

 

After the change, systems were upgraded. It was an easy decision to sever links to some outdated sites, but the Mirror tried very hard to make sure everything else was connected.

 

The links to Cliff Mass Weather Blog, Gluten Free Foodies were independently hosted while Sidelines and Jerry Galland were Mirror hosted.

 

Recently the decision was made to ‘Shuttering the blogs’. This will solve programming issues, but it also means, presumably, that for the foreseeable future there will be no more links to any blogs hosted or not hosted by the Federal Way Mirror.

 

What is really not certain at this point is what happens to those blogs independently hosted.

 

So, to ensure that my readers can still stay informed, it is recommended that you add my independently hosted blog, Jerry’s Thoughts, to your bookmarks.

 

I will maintain this blog just as I do the fire department oversight page.

 

And I welcome the opportunity for the Mirror to direct readers to my blog in the future.

Asking questions of the fire commissioners – updated

Update:

I sent my questions to all 5 commissioners allowing a full two business days prior to the regular board meeting.

 

One question was answered. No, the district has no obligation to pay one dime towards principle for the training property until 2016.

We were able to buy the land without asking permission from the public and we successfully used a scheme which allows us to keep the public away from the decision process.

Meanwhile we pay about $240,000 per year interest only. Waste of taxes.

 

Your Wallet, Brandon Church’s benefit

 

The second question was how much has the district spent on defending the private EMT license of Brandon Church, a fact that had to have been known to the commissioners when they voted to pass the motion, in the investigation of perjury. Remember the district called a special meeting nearly 2 months ago way back on August 5th to pass a motion to put your taxes in his legal team.

Either the commissioners were ignorant when voting of the fact that Brandon Church committed perjury renewing his EMT license and just wanted to reach into your wallet instead of his, or the union’s, to defend him, or they knew it and decided to make you pay anyway. Both prospects are very troubling to say the least.

Crickets.

The commissioner meetings are for the express purpose of allowing the public to ask questions and get answers, financial included, of your elected officials.

Chairman Bill Gates refused to answer, even though he and all the other commissioners had two full business days to ask David Lawson, the Chief Financial Officer.

Chairman Gates said that had been addressed in a several weeks old public records request. And he refused to update the public on how much we gave Brandon Church for his personal expenses.

So much for allowing the public to know a damned thing about your money.

Entertaining though was Chairman Gates fixation on the time I sent them my email. With humor in his voice, he repeatedly cited the email was sent at 3:48am the previous day. It got a chuckle from a few other commissioners for some reason. When reading both questions, with the encouraging amusement of the others, he was proud to accentuate the early hour the emails were originated.

Apparently Commissioner has a certain degree of scorn for the working class and was proud to display that scorn in front of a well attended crowd of department employees and friends.

Good call, ignoring the fact that I was considerate enough to send my email early enough that should the commissioners chose to keep the public informed of use of taxes, he felt it more important to waste the opportunity and disrespect the public in the process.

On the bottom of every agenda it reads: We will respect each other and their opinions, and will hold each member to confront inappropriate behavior, or behavior that does not add value.

Unless, apparently, it can get a laugh at the expense of the public. Then we will embrace and encourage it.

No wonder no one else goes to these meetings.

In the past few months, the department has made access easier to the commissioners

 

On the official website they added email links. Since this is fairly new, for years the only way to reach your elected official was to send a message to the department as request forwarding, I wanted to share these links with you.

 

Getting an answer to a question asked during the public comment section of a commissioners meeting usually ends up with a ‘we’ll look into that and get back to you’ answer. Meaning you have to wait an entire month before they reply. At one time, Chairman Gates said the reason for having public comments at the beginning of the meeting was so they could address and answer them that very day. That has not worked out so well. And the public comment section has been lately shifted to make it even more unlikely a citizen will get a timely answer.

 

I am trying to get a timely answer to some questions. I tested each email this morning when I sent two questions to each commissioner. One was about the use of tax money for the training center and the other about the funds used for Brandon Church’s Department of Health investigation.

 

Submitting my queries two full business days ahead of the regular commissioners meeting should give ample time for the public to get an informed answer at the meeting, don’t you think?

Looks like Brandon D. Church committed perjury. What say the commissioners?

What 4 of our elected fire commissioners are not willing to tell you about where your tax money is going.

When they rushed to pass the motion to hire the attorneys Patterson, Buchanan, Fobes & Leitch to defend Brandon Church in the Department of Health investigation of his personal EMT license, Commissioners Bill Gates, James A. Fossos, Mark Thompson and John Rickert either knew about this deceit and chose to ignore it, or blindly took the word of someone who has been proven to be a cheat and a liar. Again.

Either scenario is bad and puts the department at risk. Serious risk. And shines a bright light on some very questionable, possibly unethical, possibly illegal, behavior from your elected commissioners.

It is a proven fact that Brandon Church was found guilty of unprofessional conduct. And that he was on probation in October and November of 2012. Read the investigation report.

 

Renewal of much needed license to keep his job

 

In late October 2012, Brandon Church was required to renew his EMT license. Failure to have an up-to-date license meant he would not be able to do his  job. We can all understand his motivation to keep his license current.

His application for renewal included the usual questions. All the important ones required a NO response. But considering Brandon Church was in the middle of a 12 month probation for unprofessional conduct, I am very concerned about his answer to one question in particular. And his attestation under penalty of perjury.

 

Applicant’s Attestation

On the application, there is a section titled Applicant’s Attestation which reads in part:

I, BRANDON D. CHURCH, declare under penalty of perjury under the laws of the state of Washington that the following is true and correct:

  • I am the person described and identified on this application.
  • I have read RCW 18.130.170 and RCW RCW 18.130.180 of the Uniform Disciplinary Act.
  • I have answered all questions truthfully and completely.
  • The documentation provided in support of my application is accurate to the best of my knowledge.

 

There are a few more paragraphs then below is what has been accepted as the electronic signature of Brandon Church and the date of October 30, 2012.

 

 

Application for EMS Recertification.

See the answer to question 7? Brandon Church, while on probation for unprofessional conduct with our fire department, answered “NO” in big bold type to:

“Have you ever been found in any proceeding to have violated any state or federal law or rule regulating the practice of a health care professional?”

The problem though is that Brandon Church was found guilty by his supervisors at South King Fire & Rescue. Of Unprofessional Conduct. In March of 2012, a mere 8 months earlier.

 

RCW 18.130.180

What does the law that Brandon Church attested under penalty of perjury say?

Here are some pertinent excerpt from this chapter.

The following conduct, acts, or conditions constitute unprofessional conduct for any license holder under the jurisdiction of this chapter:

(1) The commission of any act involving moral turpitude, dishonesty, or corruption relating to the practice of the person’s profession, whether the act constitutes a crime or not.

(2) Misrepresentation or concealment of a material fact in obtaining a license or in reinstatement thereof;

(7) Violation of any state or federal statute or administrative rule regulating the profession in question, including any statute or rule defining or establishing standards of patient care or professional conduct or practice;

(13) Misrepresentation or fraud in any aspect of the conduct of the business or profession;

(20) The willful betrayal of a practitioner-patient privilege as recognized by law;

 

So where does Brandon Church stand in integrity?

Remember that question on his renewal application?

“Have you ever been found in any proceeding to have violated any state or federal law or rule regulating the practice of a health care professional?”

Brandon Church, while on probation for unprofessional conduct, answered “NO” in big bold type.

 

It would appear that Brandon Church willfully and consciously perjured himself.

And 4 of our elected commissioners have duped us about giving a personal gift of our tax dollars for private purposes.

What can Commissioners Bill Gates, James A. Fossos, Mark Thompson and John Rickert possibly say to justify this?

And what does this say about the integrity of these four elected officials?

How many times has your ire risen after reading of a police officer entering a home without a warrant?

What would you say if members of the local fire department did it AFTER transporting you to the hospital? Knowing there wasn’t anyone else at home?

An aid unit responded to a call, treated the patient, cancelled the ambulance, then transported the young female patient to the hospital, turning her over for care.

Afterwards, they remembered they forgot the AED in the woman’s home.

No problem.

Since they knew the home was unlocked, and the only person they knew lived there was just moments ago confined to the hospital, they “went back into the house to get the monitor”

Probably never even told the patient they slipped in to grab the equipment.

Later she reported she was nervous to call 911, worried the same two guys would show up. Wonder why?

Just another wrinkle in the weird happenings at South King Fire & Rescue.

But one of the firefighters might have had something else on his mind.

If the reason for the meeting is illegal…..

…..does the meeting become an illegal act by your elected officials?
Just last week South King Fire & Rescue Fire Commissioner and Chairman Bill Gates and the Board of Fire Commissioners voted 4-1 in a Special Meetingfor the sole purpose of voting to use thousands of your tax dollars to defend FF Brandon Church in his Department of Health (DOH) investigation for ‘unprofessional conduct’ by contacting a female patient he had treated (less than three hours after he treated her) and was described as ‘sexual innuendo”.

Brandon Church was found guilty by a department investigation of this and other questionable actions including lying and cheating, so we are just throwing good money after bad. Tax dollars, that is.

Bill Gates convened a special meeting to hold an executive session for the sole purpose of taking your tax dollars to defend a firefighter for his personal sexual actions. The DOH investigation is of the licensee Brandon Church.

In very specific language by email the DOH has emphatically told me the department is NOT A PARTY TO THEIR CASE.

This is all about personal actions taken by Brandon Church.
Personal sexual actions that are costing you precious thousand$ of tax dollars deflected from safety.

I opine the entire meeting was illegal but the commissioners and administration took extreme measures to make sure that I was not aware of it until it was over.

Forget 6 degrees of separation.

There is a belief that there are only 6 degrees of separation between you and a stranger. Given enough time and naming friends and acquaintances, you will find that in 6 steps, or less, you have someone in common.

Ironic then isn’t it that here is a case with only 1 degree of separation.

The Courtesy Photo in the article on a police officer who resigned over alleged misconduct was taken at a South King Fire & Rescue commissioners meeting for which the office was being awarded recognition. What are the chances that FF Brandon Church was at the recognition ceremony?

And now we know that the fire department is suffering its own unprofessional conduct incident.

Just a few days ago Chairman Bill Gates and the Board of Fire Commissioners voted 4-1 in a Special Meeting to use thousands of your tax dollars to defend FF Brandon Church in his Department of Health (DOH) investigation for extremely similar actions. FF Church’s contact with a patient he treated (less than three hours after he treated the patient) is described as ‘sexual innuendo”.

Brandon Church was found guilty by a department investigation of this and other questionable actions including lying and cheating, so we are just throwing good money after bad. Tax dollars, that is.

 

Also of note is that even on the website of the Federal Way Mirror, with the exposure of charges, others are declaring their willingness to come forward with their stories about former officer Ashley Crispin.
Do you really believe it only happened once with Brandon Church?
Is there anyone else that FF Brandon Church contacted that wants to make a report with the DOH?
