I agree that Judge Morgan cooperated with the investigation - initially - up to the point that it became unfavorable to him. Your position that the the report was "utterly useless" is suspect for two reasons: (1) the fact that Judge Morgan went to such extremes to prevent the release of the report serves to give the report a high degree of credibility, certainly much higher than it probably would not have received had Judge Morgan simply let the report come out in due course and responded accordingly. (2) I wonder if the report would have been considered "utterly useless" had it come out favorable to Judge Morgan. Had the report been positive, I have little doubt that he would have made the contents of the report a major part of his re-election campaign.

I have to agree with the reader, Mr. Crosby. If Morgan had any respect for the community, he wouldn't have fought the city and caused unnecessary legal expenses. The report speaks for itself and Morgan was merely protecting himself. He could've either openly apologized to all he offended and hope they were forgiving and then set an example for others or resigned. He had no problem casting stones at Colleen Hartl during the scandal by calling in television news crews to interview him. What is good for the goose...

crosby, you shouldnt take things so personal really, especially when someone like jarvis has the guts to come right out and say the truth about this guy. He ( Morgan) is a unstable person, read the Facts. If anyone is fabricating anything it is you. The Vast Majority of the people are fed up with this guy dragging our community through the mud, and I cant wait until our Court get New Leaders in Place. If Morgan had any decency left he would have resigned Long ago..

As a supposedly responsible and informed candidate I am surprised that you would make such a ridiculous claim as comparing this situation to watergate. This tells me that you are either desperate, a liar, or completely ignorant of the facts which are already well known. It is disappointing that a candidate running for a position where integrity is obviously important would be willing to further propagate lies in desperation for leverage.
Judge Morgan was not trying to hide anything all the facts about the management incidents involving him were published as a result of the investigation of the Judicial Ethics Committee and Judge Morgan cooperated with that Committee completely. The City was not required to spend one dime to ‘investigate’ the situation at the Municipal Court. The City of Federal Way is not in charge of
Judges, the Judicial Ethics Committee is.

The city’s former manager made a disastrous decision to spend city money on hiring Seattle lawyers, first to conduct a useless “investigation” full of anonymous charges and repetitive claims
by people who later left the Court, and then to involve the City in a law suit that was completely unnecessary. Judge Morgan believed that, since personnel records were not released about his accuser,
they should not release a false and misleading report about him, a report that was, in fact, utterly useless, since the City had no power to intervene in the behavior of a Judge or of the Court.
Judge Morgan pursued his belief legally, paid for his attorneys, and, when the Supreme Court ruled against him, accepted that result.

Judge Morgan did NOTHING to cause the City to hire lawyers to write reports and file law suits. That activity was solely the responsibility of the city officials involved.

Mr. Jarvis--you have gotten some things wrong on your web page and on this site.
The Supreme Court did rule against Judge Morgan--the vote count has not been announced. The court did rule unanimously to release the report immediately after they decided by an unknown vote count to release the report.
The Stephson report has things it that I know based on personal knowledge is untrue. Eyewitnesses to conversations have come forward and disputed parts of the report and Judge Morgan passed a polygraph that showed parts of the report were untrue. Gina Palermo made a lot of commetns that made into that report the day she was fired for blatant dishonesty--and the investigative report that led to Ms. Palermo being fired the city has refused to release probably because it is favorable to Judge Morgan. I think judge candidates should know better than to smear their opponents with false accusations.
The legal fees--the city had to hire an outside lawyer becasue the city attorney was disqualified from the case. That is not Judge Morgan's fault and the city did not even have to get involved and the Superior Court already ruled against the city on this legal fees dispute.
Judge Morgan did not conceal anything--the Stephson report was given to the CJC and he filed a self-report to the CJC. What Judge Morgan objected to was a report going to the media that had inaccurate information about him and about other court employees.
I saw your web site--you get the law wrong about mandatory sentences. I am just a clerk and know that the crime you mention in your site has a mandatory minimum sentence and not a mandatory sentence.
I also saw your Bar answers, you got fired from your last job after working there for 2 years after you got in a dispute with your boss and quit the job before that after 2 years after another dispute with your boss--your the last person we need to be the boss here. Stop your smear campaign and get your facts right.
